you who may remember that there were a couple of sections in the government code that require every school district in california, every year to provide the following information on what is called "developer impact fees," which are essentially the fees that a school district collects from developers that build within our cities and our counties, depending on whether it's a commercial or residential project and to report every year how much money we collected and how much interest we earned and what we spent the money with and to make sure that money was spent appropriately. and so also provide a certain projection of five years down the road, what we intend to spend the money on? and that is a requirement of the government code and so every year we hire a consultant to do an outside audit of our fees and provide the report. and so the requested action, i would ask of the board tonight is that the board of education of the san francisco unified school district review and adopt the developer impact fee annual and five-year reports for the fiscal year ending june 30, 2012. the attached

my first civic project. i've never been involved in anything that involves local city government before. and i went started going to the meetings, because i was interested. i'm not a renter, i'm not an owner, i have nothing to lose except looking at this project as somebody who might be impacted because there might be more cars in the neighborhood, circling for parking. but i did write a letter because when i started to attend the meetings, i started to hear things like oh, we don't have to do that, we don't have to do that, sf mta can govern itself and we don't have to do, and it actually concerned me as a policy for the city and as a resident of the city that there are agencies that are self-governing and don't feel like they have to comply with statutes that other businesses have had to, like filleti plaza being an example. they had to do an environmental impact study on something that was a smaller area within the neighborhood. so i just wanted to make the case that i think that it is a good idea to evaluate this as a precedent for a city where there are -- there isn't a belt

name is charley goss and i work with the san francisco apartment association in government and community affairs. i am here to speak on behalf of the legislation and thank you to supervisor mar for your sponsorship. we have been trying to address tobacco smoke in apartments for several years now and we've been trying to address it in a way that wouldn't spur evictions for tenants and wouldn't spur lawsuits for land lords. the best way to go about that legislation seemed to be a disclosure policy. the disclosure policy doesn't change any current lease agreements, it changes no current smoking policies but it's a disclosure of those policies. it's based on the right to know that if someone is going to move into an apartment they have the right to know if smoke will come into their apartment. it's not often that the landlord community and the tenant community gets to work together. in this circumstance i can say that we have a broad base of support. it's a commonsense piece of legislation. the landlord community is behind it, the tenant community is behind it, we've met with super

that yesterday, the federal government i announced that san francisco has reduced homelessness among our veterans by 60% since twee 11 and even though that is something to be proud of, i think we can do more in this effort, i think we should move in that direction. and the next item that i have is something that i mentioned last week much has been said recently about the housing authority but i wanted to make sure that as we discuss what is happening with that agency, that we go back to focusing on how this agency is fuelly serving the needs of it's residents. so i am introducing a motion directing the budget and legislative nillists to conduct a performance on it of the san francisco housing authority and making that audit a priority and this will be a motion that would ensure a focus on compliance with all complicate federal state and local laws on the effectiveness of the governance of the agency and it will look all the financial over site and controls and status of implementations and prior recommendation and is other prior audits and recommendation that is have been made

financial statement the tjpa. as required by government accounting standards board we are required to audit the financial statements and ensure that the financial statements are fairly presented. because you are a governmental agency as well, we do extra work as it relates to further compliance because you are major recipients of federal grants, as well as the fact that we have to report in a separate opinion, internal control deficiencies and we're reported to report these items on the financial statements that you see here. what you really see in the financial statements is just basically a mirror of the financial statements that the management had presented to you. there were no audit adjustments, we didn't change any of those numbers and vouched them back to what we call external documents or external evidence, verifying that the financial information is fairly stated. as a mentioned before we're required to also report to you in these financial statements if we noted any non-compliance with laws and regulations and we noted no find of non-compliance with laws and regulations. wit

draft regs governing the handling of complaints related to alleged violations and referrals from the task force. i'm not sure i'm not sure within that scope you could actually act to amend the regs for investigation and enforcement proceedings. it pay be a close call, but it may be dependent on whether you take final action tonight or not. i don't have any particular quarrel with the proposed edits to the general regs. if i could, for a moment, on your last comment on subsection i in section 4 chapter 4. in the event that there is a complaint that alleges both a sunshine violation and other improper activities of other sorts, i would hope that the staff-initiated complaint pursuant to the last section doesn't reveal any more or less than necessary for the processing of the sunshine-related complaint, because the regular complaint wouldn't be disclosed under current provisions in the event it's dismissed or doesn't get tie problem cause report, et cetera. i'm not sure that you want to reveal any more than you would otherwise, just because someone added a sunshine allegation to a compl

this together, the governance council, but certainly this is something to be very clear that has been in the making for over a decade. this really started with the task force, which is now in oversight panel as we have mentioned previously. there is a teamwork and resources to make sure we have coordinated data that is appropriate for each department so that we can again have not only a birdseye view but it a ground view. we have come a long way. i waited a long time. as a member of this commission but also many of the folks introduced earlier who have been working on something similar to occur for a long time. we have been somewhat puzzled by the fact -- as we often hear in these chambers and other matters, by the fact that certainly san francisco sits in the seat of such technological developments that are really evolving and reshaping the world on so many fronts, biotech, biomedical, engineering feats. will could not understand why we could not board and eight with the technology available, state-of-the-art information system. for our citizens. thank you very much. i am very e

for local governments and property owners so it's hard for the city to do smart energy and policy if we don't know where we're starting from so we need to benchmark as a city and need property owners to know what their energy use and patterns are within their own property. the second one is to encourage local renewable energy and dg distributed generation and don't need to build new transition needs and local security and keep the dollars in the local economy and to help with us there are a number of recommendations and they're tinkering around the edge of our regulatory process and rules but ultimately we want to work together to drive comprehensive energy policy to support renewables and continue to take the lead on streamlining the processes and working with neighboring jurisdictions to do that as well so we have a standard system bay area wide and include this for local renewals and work with pg&e and we have a robust electric grid downtown and precludes installing renewable energy there and work with the homeowners so they know the options and how to finance it -- >> chair campo

and from the private sector come to government thinking that a lot of our ideas and methods of success in the private sector are directly applicable to how we do work in government, and it's a different problem to solve frankly. it's something i have to relearn frequently that the large company i came from was a large monolithic corporation and 1ceo and pyramid up and trickled and everyone did what they did. government as you know we're are a highly decentralized independently elected, independently operated with our boards and commissions. as much as i would like to say i had the authority or will or desire to cast my will on the organization and have things happen it's not as simple as that, so a lot of my jobs and our jobs come down to partnership and discussion and consensus building and meetings and more meetings and unfortunately that takes more time than a linear top down structure so when i talk at conferences -- i was at dream force not long ago and having lunch with people "i don't understand government and how this works". i spent time educating people how government is toda
